What a legal research catalogue is for
Indexing bibliographic metadata is a modest-sounding task with outsized effects on who gets read.
A catalogue does not publish research. It makes research findable - which, for a small scholarly community writing in a language few databases index, is close to the same thing.
Discoverability is distribution
Work that cannot be found is, for practical purposes, unpublished. The gap is widest for scholarship written in Georgian, where the major international indexes offer limited coverage and no Georgian-language search.
